My guess is that you're seeing the version of OpenGL supported by the Quartz and its X11 window system, rather than the OpenGL version included in macOS and used by normal mac apps. Also note that specific versions of macOS, come with specific versions of GPU drivers and OpenGL, so there is not really a case where one has the option or need to.
